This site in the Roger's Pass was reclaimed using a successional approach where pioneering species (in this case alder (Alnus crispa ssp sinuata)) were planted with the later successional species to serve as a nurse crop and to ameliorate the adverse conditions of the site.  The substrate was rock from construction of the Connaught Tunnel.  The 1989 photo was taken at the time of planting.  The mountains in the background provide a reference to identify that these photos were taken from the same location (more or less - the 1989 photo is a bit closer to the planting area  to show the substrate and planted stock).
